In 1988 Battery Park City was developing into a center of commerce and community. Unfortunately the infrastructure and amenities were lagging behind. It was this dearth that prompted the establishment of arts>World Financial Center, an arts program mandated to stimulate and activate the public areas of the World Financial Center through the presentation of world-class entertainment and art.
